In general YES, but some telephone service contracts (even for cell phones) might include a clause that the call must be connected for 3 seconds (or a figure close to that amount of time) before the call will be charged. In general, once the call connects then it is billed. Some telephone service contracts even include a minimum charge for any call that connects at all (eg. you are billed for 30 seconds or 1 minute even though you disconnect the call before that).
