Isn't VAT used to pay for things the goverment funds like social services and the police. That's what a lot of taxes are used for. As with all taxes, the monies raised are for pay down a current deficit or to raise funds for Government operating expenses or to undertake a new venture such as placing a man on Mars. The VAT is usually a national sales tax. Currently in parts of Europe for example it is a common method to raise funds. In the United States, so-called US State sales taxes are likened to a national sales tax, of which the Federal Government is reluctant to add upon already high sales taxes. Although I believe the Federal Government & individual states all tax gasoline purchases. Most of the time, however, the VAT is discussed as a means to not raise Federal income taxes. The political climate for a VAT in the USA is a negative. The Federal Government is more likely to use "luxury" taxes or create a more progressive federal income tax OR yet still close some of the many Federal income tax loopholes.

There are many answers to this question. I'd have to say that the two main reasons are to give power to the federal and/or state government and to pay for roads, workers, bridges, military, schools etc.

Taxes go for many services. Some of them are; schools, roads, street lights, parks, zoos, city government, city workers, police, jails, museums, garbage pickup, street cleaners, and many other things. Each of these things gets a bit from the taxes and also have added taxes onto the property tax bill for its support and services. In CA in the late 1970's a tax payer group was able to pass a law about property taxes and today we are loosing parks and other things because the money isn't there anymore. Paying taxes isn't fun, but if we want to have the services they provide we need them.

The benefit principal of taxation states that those who reap the most good from services in which taxes are used, should be responsible for paying the most taxes. These services include road repair, libraries, and national parks. Although, this is not always the case as many working class citizens are responsible to not only pay taxes for things they do use but, also pay taxes for those on government assistance as well.
