In the US, the framers of the Constitution wanted to avoid absolute power and thus gave differing powers to the Executive, Legislative and Judicial branches of government so that no one of them could take absolute power. Madison was the primary architect of this design. Older examples may exist, however most governments prior to that time were headed by an individual with absolute unchecked and unbalanced power.

The Roman Senate and certain Greek democratic institutions had forms of checks and balances.
