No, do a quick search on Google you'll see the word "scam" all over the place. Any e-mail promising the payout of some foreign lottery, deceased royalty in some other country, or similar frauds are FAKE. Don't reply, don't send any money, and use some common sense in judging such things. Some general guidelines are: * If it sounds too good to be true, it is * If it involves a large amount of money you are asked to help "transfer," it's fake. * No reputable company is going to track someone down via e-mail to send them a lottery notice, especially if, as above you never entered such a lottery.

The term "International Disbursement Payment Office" crops up in most of them. IF IT SOUNDS TOO GOOD TO BE TRUE, IT IS TOO GOOD TO BE TRUE. They will take your money, loot your bank account, open credit card accounts in your name, and you will never see a penny of money from that "lottery".
