Usually pre-order means to order something before it is ready/released. For example, if you wanted to get a DVD but it was not released until next month, you could 'pre-order' it today and it would be delivered next month when it was released.
It really isn't that different to plain old 'order' really.
As for the 'ships' part, i think unless is as obvious as it sounds, we'd need some more information.

If there is something special you get out of the preorder for not that much, then preorder it. If you preorder online though you might get it a little bit later than everyone else who buys theres as a preorder at gamestop or without a preorder at Wal-Mart. But at least you will be guaranteed a copy in case they sell out.
