I'm not sure if their agents are on commission, or if they get paid a salary. If they get paid a salary, then an agent would still be paid for his time... though if the agency isn't getting any business, he's probably going to be out of a job soon. Paying them on a commission basis is a possibility, though it seems a little weird to me... bail bond customers are kind of a "captive audience" (if you'll pardon the expression).
