Grievance is an indicator of a players' popularity within a city population. As it goes up, the less happy your population is and as such it effects public loyalty by lowering it by the same number. Grievance is raised by being attacked by other players and failing to defend your city. It is lowered by the use of Disaster Relief and Praying.
