Grievance is an indicator of a players' popularity within a city population. As it goes up, the less happy your population is and as such it effects public loyalty by lowering it by the same number. Grievance is raised by being attacked by other players and failing to defend your city. It is lowered by the use of Disaster Relief and Praying.

So they do many different things to celebrate the life of their loved one to honor them and to celebrate with the person who has crossed over to Jesus. They grieve their presence on earth but not their death.
