This phrase is usually used when charging an hourly rate for a service but where the rate is for whole hours only. Essentially, all time is rounded up to the NEXT whole hour.
This would mean that if only 15-minutes where used, the amount payable would still be one hour. If the time spent was 3 hours 10 minutes, the charge would be for 4 hours. Etc.
