US paper money is printed in multiple passes, so it's possible that your bill either didn't go through the stage that prints the seal or the paper was accidentally flipped over and the seal was printed on the bill's back. In either case this would be considered to be a significant error that could bring as much as a few hundred dollars at auction.
The best thing to do here is to search for a dealer or appraiser who handles paper money errors and have them examine your bill in person so they can determine exactly what happened.

It's far too new to have any extra value. It's worth face value only.
US bills are printed in multiple steps. Sometimes a step is accidentally missed, so part of the design will be missing. Without seeing the bill in person it's difficult to put a value on it but bills with missing serial numbers and seals can sell for $200 to $500. You'll need to consult a currency expert who deals with paper money errors.

Please take another look at your bill. All US bills printed since the 1970s have had green seals. Red is used for part of the background of current $10 bills but the last ones with red seals were large-size United States Notes issued in 1923. That said, a green-seal 2004 A $10 bill has no extra value.
There are no cars on a two dollar bill. You have a novelty item.
