US paper money is printed in multiple passes, so it's possible that your bill either didn't go through the stage that prints the seal or the paper was accidentally flipped over and the seal was printed on the bill's back. In either case this would be considered to be a significant error that could bring as much as a few hundred dollars at auction.

The best thing to do here is to search for a dealer or appraiser who handles paper money errors and have them examine your bill in person so they can determine exactly what happened.
