It depends on how far offset it is. Tolerances for cutting bills in the U.S. are a lot sloppier than say, for euros. If the entire image of the bill still shows it's a curiosity with not much added value if any. However if it's so far off that part of another bill is visible then it's considered to be a major error that could retail for up to $100 depending on how much of the other bill is visible.
