well sharks are not very smart, they have bad eye site but have the best sense of smell than all fish. example: you cut your foot on a sharp rock, its starts bleeding a shark may smell it 10000 miles away in the ocean. when sharks eat us or bite us they don't mean to, they possibly think your a seal because sharks think our blood tastes very bad when the swallow it they throw it up again. they think your a seal because your flopping your legs and arms everywhere so sharks are not that smart

Yes. Manta Rays are far and away the smartest fish in the sea and may rank among the smarter avain and mamalian species as well. They display both complex social behaviors and experiencial learning. Anecdotally, they have been known to both seek from and offer help to divers in distressed situations. What more, two manta rays in captivity may have even passed the "mirror test", a strong indicator of self awareness and higher intelligence. This should come as no surprise given that they have one of the highes brain to body ratios of any fish, shark, or ray. The full extent of Manta Ray intelligence is still under investigation... but results so far are very promising.

yes-you might say that the manatee is smarter but researchers found that dolphins actually are like humans in some ways such as, gossip (they talk about each other), ways of surviving, schedule of certain things such as lunch or dinner, and other things!
