It is never wise to mix animals from entirely different groups. Turtles are Amphibians and will wreck the water purity for tropical fish. They should be kept in a Terrarium not an Aquarium. In addition; most turtles are carnivorous, and will eat whatever fish they are housed with.

They certainly can but it should never be done. Turtles will completely foul/poison the water for any kind of fish. A "Vivarium" which is part water and part land, with a warm spot for sun baking is what Turtles require. An "Aquarium" is a place where fish are kept. It is completely filled with water, has a heater if it contains tropical fish like Guppies, a fully cycled filter and regular weekly water changes of at least 50%.

some very cheap tropical fish are guppies, danios, white clouds, and many species of tetra can be very cheap. also, if you are just looking for any fish, not neccessarily "pretty" i would go with feeder guppies.
Why should people stop killing turtles?
They are endangered, and without them it could mess up the food pyramid. Like sea turtles eat fish and if there are no sea turtles the fish population will go up and be to big so there won't be enough food for them. And in many Asian stories, sea turtles bring good luck to people who save them. And sea turtles are beautiful for people to watch and be amused.
