If the turtle is small, he may not be able to eat the fish but he will nip at it and remove fins. Sooner or later the fish disappears.

Scientists don't know why tiger barbs have an unusual fin nipping behavior. I emphasize this especially if the fighting fish is the Siamese kind. Long fins+tiger barbs=bad choice.
