Yes, it's defintely possible. After all, penguins eat fish, and the fish they eat are bigger than goldfish. I would not, however, advise feeding your pet goldfish to penguins at the zoo. Or even worse, unleashing your pet penguin at the goldfish exhibit.

A penguin eats fish, squid, krill, and more other animals. It doesn't eat any fries because they would have no where to get fries to actually eat.
