Accually no it doesn't. If it did we would have MILLIONS of fish in the ocean weather we wanted it or not. The fish can lay eggs once then most likely dies.

After that, the female lays the fertilised eggs in water, where they hatch and grow. So yeah, fertilisation happens inside—but the development (eggs → larvae → adult) happens outside in water.
