They mistake shiny human skin on arms and legs for fish, and it's in the sharks nature to "nibble" on something to see if the object is edible. The "nibble" however can vary depending on the size of the shark and its jaws. Also, when sharks smell blood, it causes them to frenzy which causes the sharks to become more aggressive and lose their sense of discrimination towards humans as food.
