Deeper water is generally colder because it gets less radiant sunlight. Shallow water receives it's warmth from the sun during the few precious hours of sunlight during winter months. For this reason you will see shore ice melt first as the suns rays reflect off of the bottom in shallow water to melt the ice layer above.
