Provided the fish are all of a size to make them unable to eat one another and your water conditions are suitable for the Angels and you have enough room in the tank for the fish to grow on while keeping to the 1" of fish requires 1 gal rule things should be OK. (remember angels grow quite large)
they will do fine together just make sure that you have at least one gallon per fish! you could get at least six of each unless you want to put some others in there or if you already have some in there

If he is active then he is probably okay. Try different types of food to see what he will eat. Check out what the baby turtles at petshops are being fed (this is usually feeder guppies, *ask the clerk for feeder guppies and they will show you*). If he still won't eat keep trying different things. A few things I would recommed that my turtle ate after he refused to eat would be: worms, feeder guppies, steak, fish meat, and pretty much any meat (although raw would be best for a baby). If you just got him then just be patient and keep introducing food until you find something he will eat.

1 inch of fish per gallon so you about 18 but you will have the guppies eaten or the goldfish's fin bitten off as goldfish like to eat fish that are smaller than them (other than goldfish) and guppies are fin nippers so I would be careful or not keep them together good luck
