I think a 15 yr old can wear any heels they can walk Ok in. Some cn only wear 3" heels while others are able to wear up to 6" heels at times. I am not saying they should be walking in these all day long, only as long as they can without pain, learn to walk well from woman who know how first.
A 13 year old should wear anywhere from a 3 inch heel to at 4 inch heel.Nomuch bigger beacuse the kids our still growing and they could break bones from running walking or whatever kids do in those things.though the 13 year old would be more suited with a 3-4 inch wedge instead of a heel so its supported allaround.

Yeah, they look great on people round about that age, so long as they look about 13-15 and not look babyfaced like a 10-year old that's put on loads of her mother's makeup.
It would be OK for an 11 year old to wear high heels at a wedding... But, make sure the heel isn't too high( 2" or less) and make sure they aren't too skinny either, thicker heels are much more comfortable and are more appropriate for an 11 year old than a stiletto heel.
