They are called the Pointe Shoe With Heels (also known as Dori Shoes). They enabled the dance to go from en pointe to standing on heel but now are rare and not really used anymore.
Look for ballet heels. I have loads.

Ballet shoes will be in high heel form. YOU ARE GAYTime will tell. Probably things like Gaynors and ballet tongs will be everyday outdoor wear like Ballet flats. And yes, ballet slippers will probably come with heels and platform style. The same can be said of jazz and modern dance-shoes.

Ballet first orginated in Italy around the 18th century but it was nothing like what we know as ballet today. the ladies wore big gowns and the shoes had heels on them :)
