Personally, I wouldn't keep anything in a 1.5 gallon tank. Not even a single Betta. I consider 5 gallons to be a minimum for a single betta.

Depends on the size of the tank and the miles per gallon that vehicle gets. I have a truck that will travel 15 miles on one gallon, and a sedan that will travel 30 on the same gallon. I have one truck with a 10 gallon tank, another with a 20 gallon tank.

Typically the tank from AMC was 15 gallons.
This will depend on what you plan to keep, but ultimately you need water, good filtration, regular weekly water changes, water conditioner, and only compatible fish for the size of the tank.
