30,000 gallon tank at 60 % means there is 40 % left in the tank ( 30,000 times .40 is equal to 12,000 ) * so there is 12,000 gallons left in the tank
you can fit alot of fish into a 60 litre tank. danios, regular goldfish and redcaps are probably the most common, maybe get a pleco for hygene

Your 70 gal tank would probably be holding around 60 gals of water (allowing for 1 inch at top and displacement for substrate and water scapeing). So you would be looking for a power filter that will turn over at least 60 gals per hour.

fish tanks come in many shapes. knowing the length of the tank alone is not enough to answer the question. if you multiply length of the tank by width of the tank by height of the tank and get the total cubic inches of the tank, this number can then be converted to gallons via and online converter/calculator
