I have used both Maracyn-two and the natural medication Melafix.I prefer Melafix because it will not hurt other fish. Also you want to keep water clean because other infections can occur when pop-eye swelling has gone down. Make sure medication is used for a long enough period.
The only possible way you can help a fish with popeye is to look after its water. There is no reliable medication that will do the job. There are heaps of meds available at the pet shops that make all kinds of "claims" but I can assure you that your money will be wasted buying meds to fix popeye. They do not work on most of the problems they are claimed to fix. The addition of a teaspoonfull of none iodised salt (cooking salt) per gallon of water may help. The basic rules for keeping any fish successfully are as follows. 1 inch of fish must have at least 1 gallon of water. (A goldfish is a 10 inch fish so it needs at least 10 gallons.) Every tank must have a permanently running 'cycled' filter. Every tank must have at least 50% of its water replaced every week. If you don't follow the rules above I can guarantee that your fish will be constantly getting sick and will have a shorter lifespan that it should have if properly looked after.

Popeye Vogelsang goes by Popeye.
I've never had this problem, but my local aquarium supply store recommended Melafix to heal my fishes' torn fins, and it also says it treats popeye in all freshwater fish. A medium-sized bottle is around $6, so it's very affordable.

Could be a bacterial infection called Popeye. Probably due to poor water quality.
