A good place for a betta fish if you own cats could be on a high, small shelf so the cats can't reach the fish. Another option is to place the fish on a specific table where the cats aren't allowed and if there is no place like that you can squirt bottle train them to stay off an area. It's pretty effective after a few sprays as long as your cats don't enjoy a misting. Or, if you have neither the shelf nor will to cat train you could buy a lid for the betta. Just make sure the lid has ample holes for aeration or an air stone. Bettas do exceedingly well in low oxygen environments, but no oxygen is a problem.
