It's pretty effective after a few sprays as long as your cats don't enjoy a misting. Or, if you have neither the shelf nor will to cat train you could buy a lid for the betta. Just make sure the lid has ample holes for aeration or an air stone. Bettas do exceedingly well in low oxygen environments, but no oxygen is a problem.
