wouldnt you screamble for air wen ur in the water almost out of breath just like the fish it struggles to find or get water
It may flop but I would return it to its tnk as soon as possible befor too much damage is done to it. Tanks containing fish should always be covered.
If a fish is acting lethargic than you should do a large 50-75% water change pronto. Also, try using an aerator in the tank to try to raise the dissolved oxygen levels.
Because they have either overgrown or (if you mean why do they flop over out of water) they are not supposed to fight gravity as water negates the majority of gravities effects. If the fins flop over under water it is natural and is caused by the fact that their fins do not ever stop growing. The growth does eventually slow down but due to the length of the fins of some fish, such as betta fish, there is hardly any support such as there is in bones and cartilage that the long and tall fin cannot be held up.
So you wont flop around like a jelly fish! dah.....

They dont walk,but some catfish kinda flop around to get to a deeper nearby pond if its a dry season...crabs scuttle arond,but they arnt fish...so fish swim,ya.

Well it depends on the fish. If it is a fresh water fish then it lives in fresh water, salt water fish live in salt water.
