Why do goldfish do white excrete waste?

There will be a problem either with the water or the diet. My advice is to do a few large water changes taking all the proper precautions and equalising all parameters. Then I would improve the fishes diet by adding a feed of earthworms at least once a week.

After 60+years of keepng fish I have never seen a goldfish 'throw-up'. In actual fact I believe it is physically impossible for a goldfish or any other fish to 'throw-up'

If you mean that you've seen a goldfish spit out food. Then goldfish sort of do that from time to time. I myself do not know the cause but it could be just be caused by getting stuck (especially with flake food because it sticks to the sides of the fish occasionally)

Goldfish excrete like any other animal, or person, from it's anus. It's typical for a goldfish to excrete at feeding time due to having very small stomachs and having to make room for more food.

Maybe,just maybe when food is first placed in the tank goldfish have no intrest in it. Sometimes they will spit it out and eat it again once they realized it's food :o
