White spots on a goldfishes gills indicate that it is a male and in breeding condition. If the spots are on the body/fins etc it is usually the disease Ich otherwise known as white spot. This can be cured very easily by using one of several proprietory medications available from most pet shops.

If you are in the northern hemisphere and these white spots are about the size of pin heads or smaller and on the gill plates it is simply the fish showing that it is a male in breeding condition. If however the spots really are like 'warts' then you could well have a problem with some kind of parasite or disease.

This will depend on if they had them when you bought them, or if they have recently appeared.

If they are recent, and start to disappear, it's quite possible they were ammonia burns that were healing. Ammonia burns are caused from poor water quality and would mean that you need to do more frequent water changes in your tank to keep the water quality as best as possible.
