A liqueur is determined by the ingredients & process in which it is made.

So a liqueur can be be of different strengths, in reality the alcohol content of any given drink is usually relevant to ingredients, suger content & time left to ferment, mature etc.

Generaly speaking though, a liqueur could be defined as a very strong wine, somewhere between wine and spirts, so anything from around 20% to over40%.

usually towards the latter.
