Yes, I have just made one using all five colours approx 2 medium sized bags per 35cl bottle scotch whiskey, it's heavily skittley with an aftertaste of the scotch.
The above is true, but I think slightly less skittles is much better! I personally find this recipe way too sweet and skittley.

It depends how long you dissolve the skittle. As it sits in the liquid, it will gradually get paler until it is white. The liquid will turn the colour of the skittle and will also begin to taste like the skittle.

It depends. Bourbon is a subset of whiskey. Other whiskeys include Tennessee, Scotch, Canadian, and Rye. Using Scotch or Canadian whiskey in place of bourbon would not be advisable because of taste differences. If bourbon is not available, try a Kentucky or Tennessee whiskey like Early Times or Jack Daniels. Happy mixing!
