No. I can't think of any recipe or any chili that would work if you substituted dry for fresh chilis. The drying process completely changes the flavor, texture, and volume of the chili.

Not really. Ground sage has had the dried leaves finely pulverized. You can see the leaves of dried sage. It can be crumbled and seen in the dish you are using it in. Ground sage blends in much like ground pepper.
Chili meat is the same as ground meat (hamburger) only coarser, or bigger. When I make chili I just use hamburger meat. It doesn't seem to have as much gristle.
