Most fish do not waste energy keeping themselves warmer than the water around them as this uses a lot of energy. Water is very good at conducting heat. Some larger fish do regulate their body temperature by using counter current arteries and veins and are able to hold it at a higher core temperature than the ambient water. A good example of a fish that can do this is Tuna. The advantage of being able to hold a higher temperature is that chemical reactions can happen more quickly, which makes the tuna a faster predator.
