Yes, broccoli leaves are edible. The younger they are the less bitter they are and can be consumed raw, having a similar taste to spinach. However, when they mature they are tougher and their flavor becomes a little more bitter similar to collard greens. Boil/Saute the mature varieties just as you would collard greens, but eat the younger stems/leaves raw. Usually, broccoli will not bud at all or will flower too rapidly if temperatures are too warm late in the season (above 70F) and you must use the leaves if you don't want to waste that years crop.
