You can use a heating system or if you live in a tropical country that is aldready hot, you can keep them near an open window or then balcony. Don't place them too close, though because they tend to jump. A good way to keep them from jumping is to not fill the bowl/ aquarium up too much but to keep the water level a few inches below the top. If you close your windows and balcony at night to put on the A.C then you can keep them in the kithcen or in the bathroom at night to keep them warm. It's easier to keep 1 in a bowl but if you want to keep 2 or 3 its better to keep them in a big tank with lots of hiding places. Bettas are though fish if its a tiny bit cold they still will survive. However, winter in any country is a bad time to keep them out. If you don't have winter and it just becomes very cold it's still a bad idea.
