It all depends on where you are (season/ district).

In certain areas, such as in Nova Scotia: Female lobsters can be harvested if they do not have any eggs on them (under the tail) OR are not V notched.

A V notch is a notch made on the back tail flipper, with a special plier type tool. If a V notched lobster is caught..it cannot be brought to market, legally. Usually all female lobsters that are caught and have eggs: are V notched to identify them as active reproducers once the eggs are released.

SO..the only female lobsters that make it to market: are active reproducing females that have not been V Notched while carrying eggs and have since dropped their eggs. I am not sure; but I think non reproducing female lobsters are too small (undersized) to legally be caught.
