It is not recommended. Mussels are alive when cooked. They open to release heat before they die. If it doesn't open, that indicates that it was not alive when the cooking process started. The problem is that you have no way of knowing how long ago it died. It could be spoiled.

Of course you can! You can eat clams, mussels, etc. as long as they are cooked until the shell is opened.(But, make sure the shells are tightly shut BEFORE you put them on to steam/boil. If the mussel is open and you try to shut it and it springs back open, DO NOT COOK/EAT IT! It's already dead and posionous if consumed.
