Yes, one can cook brownies without an oven. They may be cooked in a microwave, on a barbecue, in an Easy-Bake oven, on a stove top. There are also no-bake brownies.

You can also cook brownies in a bread machine.

I would have to experiment a bit, but if I were going to try, for the first attempt to replace the eggs I would add 1 teaspoon of oil and 1/4 teaspoon of baking powder. The yolk in the egg provides fat to the recipe and the egg whites give it some lift.

If you mean like taking the batter raw, and cooking it, then no. If you mean reheating it, why not!
