If you used some and put it back in the freezer its good. If you took it out of the fridge and left it out for three days dont use it. You could sick.
No do not eat it
If it has been in the fridge, yes. It would be like eating four day old egg salad, and we all see that in vending machines at work!
It looks kind of REALLY old

food
If it is potato salad that is made with mayonnaise, then it spoils when not in the refrigerator and makes people sick. Not a good picnic food if you are out in the sun where it can get hot before eating.
no
Shrimp are considered to be an Old World food, as they have been consumed in various cultures for centuries. They are commonly found in the Mediterranean region, Southeast Asia, and other parts of the world with ancient culinary traditions. Shrimp have a long history of being used in dishes and have been a staple in many cuisines for generations.
That would depend what state the shrimp is in and for how long it has been kept unrefrigerated. Food Items can remain in the temperature danger zone (41-141 degrees F) for UP TO 2 hours and still be safe for consumption. Any longer and you risk food-born illnesses.
