You can, but I wouldn't. All the canning books I've ever read caution home canners not to use ground spices in brines. They have a tendency to cloud the brine and have unreliable results as to flavor. The only exception to that rule I've run across is Turmeric. It may be because the yellow coloring is desirable in the brine.
