A betta can survive for a short time in a damp tissue because of this. They do not need their water aerated or kept crystal clear the way most fish do, and dislike the water movement created by filters. However, this does NOT mean they can be kept in small vases like many people do. The absolute minimum size container for a betta is 1/2 gallon (2 litres) and this will need a 100% water change every two days. Make sure the water is treated and the same temperature as the old water. Bettas also prefer decorations such as gravel and plastic plants, which make them feel more at home. In larger tanks, very low-flow filters (preferably bubblers) can be used but are not required.

No it's not a bad thing, as long as the filter is not too strong. If the filter is too strong it could make it difficult for the fish to swim around. It is also not usually necessary to use a filter with a betta, as long as the water is changed about once weekly. A filter would probably lengthen this time, but would NOT eliminate it.
