Goldfish lay eggs when water temperatures and other conditions are right for them. They do not give birth to babies. Goldfish as well as many other fish species spawn in the spring.

In waterin the water
I wouldn't think so as goldfish can't live in salt water.
The fresh water part .... Goldfish apparently come from Asia, however they don't live in the ocean because goldfish are fresh water fish.

No unless you want a cooked Goldfish!
Goldfish are meant to live in cold water, not the warm water in a tropical aquarium. This is a huge reason why goldfish and tropicals shouldn't be in the same tank.
There is no such thing as a 'Tropical Goldfish'. Goldfish are a coldwater species. Their prefered temperature is above 50F and below 65F. The fish respond to a slow rise in temperature over a week or so from around 65F to about 70F during Spring/Summer by spawning.
