The growing conditions are a greater factor.

If there is plenty of rain, and a good balance of good temperatures and sun, the peas will grow well. The larger the pea pod, the greater the potential to grow more peas. ( Though I will admit, sometimes I grew HUGE pea pods, with only 3 - 5 peas in them. Go figure. ) But as a general rule, the longer the pea pod, growing under ideal conditions, the greater number of peas.
