This is actually a very difficult question to answer. Flour, in the package, is measured by weight, not cups. So breaking it down into cups doesn't make a good conversion, but 1 pound of flour is usually about 3 1/2 cups. So 1 lb, 7 oz of flour would be close to about 4 1/4 to 4 1/2 cups.
