No. A goldfish is not colour blind and can see all colours.

The more colourful creatures on Earth - such as different varities of fish - tend not to be colour blind.
not usually but if you stand in front of the fish tank wearing black and white with a colourful backround.. your fish WILL die. I promise you, it will die instantly.

If the goldfish is in breeding condition it could possibly breed but it is unlikely a blind goldfish would come into breeding condition.
