You can refreeze meat that has been thawed under refrigeration. As long as the meat is just thawed, bacteria won't be as much an issue as the fact that the meat will likely be drier and tougher when cooked. See Related Links.

You could try 'tempering' the meat - put it in your fridge to the point where it is still icy but where it can be cut. Then, if you have a knife that can handle cutting icy meat, you could slice the meat into smaller portions, wrap and re-freeze. Be extremely careful if you decide to do this. The harder meat could deflect the knife which could make you more likely to cut yourself!

It is impossible to cut frozen meat with normal kitchen tools, and so it is best to cut meat into portions before freezing it. Cutting the meat into small pieces also allows it to freeze more quickly. Butchers who cut frozen meat may use a hack saw or a large electric saw, such as a band saw, with special food-grade blades.
