Yes it is. It pretty much means that you haven't kept your tank clean enough for your fish. In fish food, there is a large amount of ammonia in it. Your fish doesn't eat all the food you put in the tank and even of you have a filter, it doesn't neccesarily mean that your tank is really clean, it only helps. So, in other words, it's ammonia burns on your fish! Sooooo CLEAN It! After it settles into some new CLEAN water, it'll go back to normal. Justremember to change the water at least once a week. It's not good for your fish to live like thy for a period of time or it happen alot.
