Yes you can eat ice cream and NO do not take your tongue ring out, as it will close up! Leave it in for at least 4 weeks, then change it to a shorter one but do not dally about it. The longer you leave it out the better chance the body has to seal the hole.
I've never heard that. 3 of my best friends have their tongues pierced and don't seem to show any signs of cancer and i don't think a tongue piercing would be so common if it was known to have cancer.
It depends: If you're trying to get rid of the lisp, then probably not because I doubt the piercing would help. If you're trying to hide the lisp, having a piercing may be an excuse. Most people won't care whether or not you have a lisp or a pierced tongue so do what you feel is true to yourself.
