Well, we know the chemical composition is specifically NaCl. So it's a substance. You could say it's a mixture of Na and Cl ...which would achieve NaCl, however since they form a crystal structure and are distinctly NaCl rather than Na+ + Cl-....it would be misleading to refer to it as a mixture.
