Yeah!!! You have to make it though, my best friend and I always make it. All you have to do is:
1. Get any type of goldfish, it doesn't matter
2. Pour some into a bowl
3. Pour some milk into the bowl with the goldfish in it
4. Add a little bit of syrup, it adds flavor
5. Mix it all up together
6. Get a spoon and eat it all up :3

Those sound like the same thing, but its a terribly framed question.
It depends because some cereal bars are actually made with cereal and a bunch of other preservatives but other cereal bars call themselves cereal bars but they don't have any cereal in them. And that's just a rip-off especially if you wanted cereal.
