If this question is with regard to the United States, the 1920s were an era in which any sale, manufacture, or transportation of alcoholic beverages was banned with the National Prohibition Act. That being said, there were many others who didn't consider alcohol evil, and found ways to drink alcohol regardless of the fact that it was against the law. 'Bootleggers' thrived, as did 'speakeasy' clubs, and home winemakers.
