Second if your Oscar is in by itself and you say it is banging into everything you should remove some or all of the items in the tank you could leave 1 or 2 items in just to give the tank some depth. Third I do not know how large or how old you Oscar is, I do not know if you are feeding it guppies or gold fish depending on the size try some of these feeder fish and stay away from lunch meats or raw meat, Fourth and last make sure the pH of your water is on the color chart, and make or check the temp of the water, when you say laying on the bottom of the tank, I hope it is in the upright position then you will have a good chance of bringing the fish around, you can also make a partial water change removing some water off the bottom with a siphon.
